Has anyone run into Michigan Department of Human Services issuing a 2010 W-2 to a parent providing personal care services to their mentally handicapped adult son disabled from birth within their own home showing no Federal Tax, FICA, or Medicare withheld or paid?
They show the mentally handicapped individual who needs personal care assistance for everything from dressing to bathing as the employer and seem to imply he
should be paying these taxes as well as FUTA and SUTA which seems bizarre. In years past the parent received a statement and listed it as household income for their property tax credit but never paid federal or state tax on it since it was considered public assistance.
