    Would this client be ineligible for EIC and HOH in this situation?

          From the vague question it sounds like Child would not be eligible for HoH, but possibly the grandchild would qualify both Granddad and Child for EIC so some choices could be made or if disagreements tiebreaker rules to be sorted through.

          Child and Grandchild live with Dad?

          It sounds like Dad is providing support?

          How old is Child?

              Zeros, you need to clarify the facts.

              Whose dad are you referring to? The child bearer's dad or the child's dad?

              Who is living where?
