I wonder why The TaxBook doesn't have it listed under updates?

2010 changes?

It might be because the update service was restricted to dated changes for the sake of brevity. I don't know this to be the case, but I'm not sure they would put current year updates into retrospective material when they might not take effect until the next printing.
