When we amend a return and there is zero tax change (and IRS has not questioned anything), does IRS send a letter to the taxpayer acknowledging receipt of the amended return?

In the cases like that, my clients do receive a letter, it's the form letter that tells them that the changes have been made to their records and they owe a balance of $0 and should remit payment in the enclosed envelope within 15 days to avoid future interest and penalty charges."A man that holds a cat by the tail learns something he can learn no other way." - Mark Twain

response letters
The IRS has been sending out letters when you answer one of their letters that says they have received your correspondence and will contact within 60 days when they have had time to read and process your response.
Several like that have come this year. But those have been when something was done in response to an original letter from IRS. I don't know if they will do that just with an amended return.
