Just read that Congress and the President are giving IRS budgetary funds that they requested and that now the 68 walk-in clinics for taxpayers will not be closed until further notice. This move reminds me of the many games played during negotiations between management and workers. At least in this case it looks like some good came as a result. I hope the final result will be sharper evaluation and redesign of programs and services for tax payers. Huh?

Taxpayer "service" at IRS is more of a priority than one might otherwise think.
Not that any of them are required to really care. Most of them are trapped in their bureaucratic environs and there are a precious few that care. However, when you stop to consider the alternative to poor service, it is the IRS that suffers most.
Consider their mission. Getting returns filed. Collecting money. Maintaining an information system. Dealing with taxpayers who are ignorant of how they work and who are administratively-challenged is a priority because if it doesn't get done, IRS doesn't get returns filed, doesn't collect money, and defrays their information system to a state worse than it already is.
The effect of IRS closing down public service offices, laying off taxpayer helpers, etc. would have an impact on the public, but the IRS itself would be the REAL loser.
