Got this notice in my inbox this afternoon, and here's a quote:
Attach Forms To the Front of the Return. Paper filers need to attach W-2s and other forms that reflect tax withholding, as well as other necessary forms and schedules, to the front of their returns.
Don't do so many paper returns anymore, but a few. W-2's & 1099-R's on the front - yes. But forms & schedules? I've never attached them to the front. Do you? Have I been doing this wrong all these years? Oh, jeez.

    Oops

Any statements with withholding I attach to the front, any other supporting forms or schedules I've always attached to the back.

No, you're not wrong. If you notice in upper right-hand corner of each form and/or schedule, it is numbered, and they go in that order BEHIND 1040.

Right. What is this notice, anyhow?

          email from IRS?

I never thought IRS sent emails to people. Better watch out for that one! Might be a scam.

Oceanlovin' is right. If it was an email (you said "inbox,") check source. IRS does not do email. Sounds like a mischievious elf.

              I think

I get the part about attaching stuff that reflects withholding, but I don't know have a clue what they mean by "other necessary forms and schedules."

Oh, and I have NOT been attaching copies of SSA's or unemployment things with withholding, lest you think I'm on the ball or anything. Guess I better start.

If you loan someone $20 and never see them again, it was probably worth it.

Don't you guys subscribe to IRS Newswire? Here's the link to the IRS website where you can have the notices sent to you, yes by email, yes from Media Relations:

Some of you must, because there've been posts referencing whatever latest news, info, etc. Not a scam, Linda or Burke. They come all season long, for yrs now. I referenced the Notice # in the post title.
Guess I confused things with my rhetorical question (need a font for that ) about "What is this notice?" I meant, what's the reason for the attachment statement.

Link to the full Notice from IRS Newsroom:

                  I see now

It sounded to me like you had received an email sent specifically to you. I get it now.

I get emails direct from the IRS every day.
They do not request information by email, but do send notices and updates via email if you sign up for them. Many different series, individual, small business, retirement plans, etc.

                      It was.

Sorry my OP was so unclear. If you read the IRS Notice, I'm really just wondering about this directive from IRS to put forms and schedules to the front of the 1040, that's all.

                      Cheers!

                        Other Forms And Schedules

I read same message and maybe they are refering to installment agreements and injured spouse form

I would still attach all IRS forms & schedules in the proper order. I only paper file if absolutely necessary, for example community property income split and attach the W-2's to the front and then write & highlight "see attached" on the first W-2 with the attachment after the last form/schedule.

Maybe they mean anything without a form # or schedule letter such as explanations, additional information, elections and such?

That would make more sense, but it did say "forms and schedules." And I would still attach those in order to the back of the return, unless I had a clear reason for doing otherwise. Not all entries on the 1040 require an additional form or schedule, so I assume the input clerks at the Service Centers do their keying from the 1040 first. Maybe not? Note that Pub 17, page 15 under Attachments says "Attach any forms and schedules behind Form 1040 in order of the Attachment Sequence Number shown in the corner of the form or schedule. Then arrange all other statements or attachments in the same order as the forms and schedules they relate to and attach them last." I think your email just had a typo.
