I have a new client that has asked me to complete and file quarterly payroll reports for small business (maybe eight employees), but client will be handling actual payroll. I want to e-file quarterly reports so is there a way I can e-file without paying monthly fees to third-party software company? I currently use Quickbooks and know I can go through QB, but payroll capability will cost $350 annually. Would like a less expensive way to e-file quarterly reports.

I use esmartpayroll.com. I think they charge $4.95 for the first 941. Then is is less if you have more. I have several I do so I just make sure I have all of them ready to do at the same time and it is reasonable.
Different charges for different forms. I think the 940 or the w-2's were $10.00 each.
I just figure it into what I charge them.
