    Canadian RSSP a Qualified Plan?

    Is a distribution (prior to age 59 1/2) from a Canadian RSSP subject to the 10% penalty for early distributions?

    I guess, the question is - it this a "qualified plan"?

    If not subject to penalty, report on line 16 or 21?
