Can you file a 1065 partnership return without officially obtaining one through the IRS? Neither of the partners are unable to obtain one through the website because at one point they were given one in the past, but they don't know where it is. Without going through the hassles of calling the IRS, can I file a 1065 using one of the partners social security numbers. Or should I just have the clients call the IRS for their tax id number? On another note, these same clients have initiated an LLC which will be taxed as an S-Corp. When it's time to get their tax id are we going to go through the same process?

IMHO: The EIN has to appear on the 1065. These guys need to respect that number. Perhaps the bank might have it if they opened a business account.
They might need some advice on what is important for their tax reporting responsibilities - like a written list that they can fill out and give to you for safekeeping?
Stuff like partnership agreement, papers filed with the corporation commission or sec. of state, EINs, SCorp election approvals, all that boring stuff they think is meaningless
