I am doing a foreign return. How many days out does it consider being "foreign"?

By "foreign" return, do you mean a US return for a citizen working abroad? If so, see Pub 54. 330 full days during a 12 month period is the magic number for the exclusion.

Yes, but he only stayed for 3 months in Afrcia.

No exclusion. He may have a ton of deductible expenses for a temporary job assignment, however.
