Is it correct that the student doesn't have to attend the college during the disaster dates. Only that the student attends a college in one of the counties in the year 2009.

That is correct. And only the counties in Pub 4492b Table 1.
I don't have a cite and I have not come across the situation so haven't done more research, but at a seminar I attended last fall the instructor also said if you are taking online courses and the school is located in one of the disaster areas it still qualifies as if you attended on campus in the disaster area.
