Client has not received any child support for 3 years and court is saying that they can not do anything because his location is not know. What is the process needed to have this tie to the parent's return (if one is filed) so any refund can go to the kids?

I think you report the deadbeat at the state level, the state in which the ex and kids reside. Only state and federal obligations get offset by refunds, not personal ones. So, let your state set up the appropriate debt file that could capture a refund.
