Client wants to know what kind of delay if any if efiled 7pm opposed to 2am in the morning.the next day and in both cases return was accepted.

IRS Efile Refund Cycle Chart spells out:

Transmitted and accepted (by 11:00 am) . . .

So, 7pm = 2am = 11am

However, if you don't want the client showing up at 10:45 with all their new information trying to file a return within 15 minutes, you might tell them you only transmit at night or something.
