I have a Reserve Police Officer , Non Paid that buys his own uniforms, etc and says he was told this is deductible. Anything to this and if so where do I take deductions.

That's a charitable contribution. He's a volunteer.
The most common example is uniforms purchased by scoutmasters. Not the children in the Boy Scouts--the adult volunteers.
See page 165 of Pub. 17 (2009) for an example involving uniforms purchased by a volunteer nurse's aide at a hospital.
