    Wouldn't it be that if t/p received only SSA and VA - and NO other income - there would not be a reason to file a tax return?

    I hope so. I just told a client today she only needs to file the state to get her property tax rebate..

        today, there is talk the IRS will have a site up possibly by Feb 15th to ascertain who has received $250 payments.
