I inform my CNC clients that the IRS will come knocking if they have an increase in income and that they need to file if they ever have taxable income in a year. Now if the 10 statute of collections has ran I'd say they are free and clear which is a good reason to insure that all returns are filed. As far as me having any responsiblity to pay old geezer a visit I'd say not. In that neck of the woods I'd probably get shot at by the moonshiners.
