Can t/p deduct as casualty loss the expenses incurred to evacuate because of the hurricane. Gas, hotel, food, loss of wages, etc. I have had two IRS agents say take it all and one to say absolutely not. We have several thousand clients in the area that this may impact.

A casualty loss
A casualty loss applies to PROPERTY that loses value. I don't see how travel costs would figure in to that at all.
I can only assume the conflicted opinions from IRS reflect how the questions were worded. Your post combines a number of issues. Certainly no IRS agent would say you can take a deduction for not going to work. Many of the relocation costs could be counted as moving expenses according to normal rules. There is nothing new in the relief acts about this.
