I figure if they go to a national sales tax, or some other consumption based tax, we can just all become sales tax return preparers. Living in a state where it is literally impossible to comply with the current sales tax code, I can't imagine the time we could all spend dealing with a national sales tax that I'm sure, within a few years, would be a bigger mess than the current policy. And, as another poster said, the fight with the states, especially those with no income tax, would be rather hard, I would imagine. So, instead of a 2 or 3 level income tax system we get a 2 or three level sales tax?
Only way, IMHO, to do a "flat" tax would be to copy Europe and do a value added tax, so the tax is buit into the cost of the product. Regressive, and a compliance nightmare for businesses, but a snap for individuals.
I don't think we have anything to worry about. Adding a regressive tax in this enviroment might yield DC being set ablaze a second time.
