Doubting myself

Taxpayer is in the movie industry and last year did a small job for ABC in Ohio. He is a full time resident in Pa. and all of the other movies he worked for, withheld Pa taxes. ABC withheld Calfornia taxes for this particular small job.

At first I thought I would have to do a Calfornia return, but after talking with him and finding out that it was in OHIO. I believe he needs to have this w-2 reissued, but now I am doubting myself. A little help would be appreciated.

Pa resident working in Ohio should have Pa taxes withheld. They are reciprocol (sp??) states.
May be too late to change.
Is the amount enough to be worth the effort to get it refunded from Cal?
