Taxpayer married a foreign student in 2008 and they elect to file a joint return. His wife, who is still a foreign student as of today, had no income and did not file a tax return in 2007. So she did not get the tax rebate credit last year. Is she, as a foreign student who married to a US citizen in 2008, entitled to the $600 Recovery Rebate Credit in the 2008 tax return?

They got married in 2008.
She is applying for residency. But at this moment, she is still a foreign student.
She has a SSN, not an ITIN.
They elect to file a joint return.
These are the facts provided by the taxpayer.
