My client married a NR Alien in 2008. The instructions for 1040 say you only need an ITIN for him if filing jointly, or claiming his exemption or if he is filing. None of these apply so I don't need an ITIN. Do I just leave the spouse's SS # line blank, or is there something I should enter there?

You can leave it blank. Or you can enter "unable," or you can enter "NRA."
No matter how you do it, you won't be able to file the return electronically.
