Does someone with only Social Security income still have to file a return in order to get the 2009 stimulus payment, like what they had to do in 2008?

If the taxpayer is receiving Social Security Benefits, SSA will issue them a check or direct deposit on/or about late May to early June for $250.
IRS will not be handling these payments, so no tax return is necessary for 2009.
