Wooster Ohio Local income tax

Anyone familiar with this? Have a nonresident that had wages of $9,900 and had $99.00 withheld. Do we need to file and if so what forms?

My googles are bringing up lists of preparers but no info on this specific tax.

A nonresident is not required to file a city return in Wooster if the correct amount of tax was withheld.

The tax is one percent.
