When efiling the K40 for a nonresident (client is an IL resident efiling Fed, IL and KS) does the state still require a copy of the federal return? Form instructions from the state website say yes, but since we are electronically filing is it still necessary?

No need to mail it because it goes electronically. Kansas transmits through the IRS so a copy of the federal return gets sent to Kansas electronically.
From Kansas Publication KS-1345:
The Kansas Department of Revenue has joined with the
Internal Revenue Service to provide for the electronic filing of
Kansas Individual Income, Corporate and Partnership tax
returns. The IRS e-file Program provides a “one stop shop”
for tax preparation and filing. It allows taxpayers to file their
federal and state returns through their tax preparer in one
electronic transmission.
