Disabled adult brother

A taxpayer has her brother living with her all year. He is on disability of a few hundred dollars per month.

She picks up most of his bills, he does have some money. Can the sister take the brother as a dependent? How sticky is the more than 50% suppor thing.

Its probably as sticky as the IRS wants to make it. I would want to know a little more details if it were me doing the taxes.
