Missing something

Am I missing something. Last year I was able to E file with a Practitioner Pin and a Form 4136.
This year they took that away and now I have to send in a Form 8453 with 4136.
Is this correct, when was it changed I cannot find anything in writing???????

I had the same problem last week, I got an update from my software company couple of days ago. The form 4136 is accepted now without sending in form 8453.

Proseries tells me that a certificate and/or reseller statement is required with a 4136, therefore the program CANNOT ?? determine if the certificate and/or statement are required.
