I understand that IF Congress passes legislation to pay government employees back pay after all this is over, workers will receive a lump sum payment for monies due. I think this will probably happen for those who are working without pay, and probably for furloughed employees as well. Soooo....all this income will be reported in 2019, but will the tax withholding be based on what it would have been if the pay had been received on a normal pay-period basis? Or will it be treated as a bonus? Or on the regular tables for withholding as if this same amount were paid each pay period?
