990 Non Profit - 1099 for Bingo Winnings?

Got a new client that is an American Legion, non-profit organization form 990. The Legion has Bingo night each week and several 50/50 type drawings each year in which the winnings may exceed $1,000. In the past, the organization has not submitted form W2-G for the winners. I'm currently reading through the IRS instructions for W2-G but wanted to supplement that research with any thoughts, ideas, suggestions from any of you who have experience with this type of client. It looks to me as thought the organization is subject to filing W2-G forms depending upon the type of wager/game and the amount of the win.

Instructions for W2-G indicate it is required for winnings of $1,200 or more for Bingo. And backup withholding if you don't have TIN certification with two forms of ID.
