    aca penalty

Whole family of 5 does not have insurance and magi is 66,000. to figure penalty, I did the worksheet, and had a penalty of $467(everyone's name was on the worksheet and all boxes were checked) When I took off all but one adult(father), the penalty was the same. Is this right?

    Probably

With 66k 1% of income is higher then highest on flat penalty, which is $285.

Penalty same is correct. Penalty is figured on household income above filing threshold. In this case the 1% is higher than the flat penalty. In calculating the 1%, it doesn’t matter how many people did not have insurance. Even one person not covered will calculate penalty.
