    Pardon my ignorance but, what is this? Can someone describe, please?

    That's just the fancy name for the government-run websites (including telephone or one-on-one personal help) that people buy their health insurance. Only insurance bought from these websites is eligible for the Premium tax Credit. The federally-run one is www.Heathcare.gov and is where people in most states buy the insurance (most States did not set up their own website systems).

    Still need health insurance? You can enroll or change plans if you have certain life events or income, or qualify for Medicaid or CHIP.

      What Would be the name of the insurance company?

      Would I pay the government for my premiums each month?

        Aca

        No the insurance company takes the money from your account each month. If you are receiving a subsidy the exchange pays that to the insurance company.
